この作品で描かれるのは、『僕のヒーローアカデミア』の数年前の物語―！時代は世界総人口の約8割が超常能力を持つ超人社会。混乱渦巻く世の中で、事故や災害、そして“個性”を悪用する敵（ヴィラン）から人々を守る「選ばれし」職業＜ヒーロー＞。その一方で、「選ばれる」ことはなくとも、目の前の人を救わずにはいられない人々もいる。これは、そんな非合法（イリーガル）ヒーロー《ヴィジランテ》の物語。
