Two years after the battle between Ginga and the Dark Being, Hikaru, on an adventure around the world, comes across a mysterious crystal and sees an image of a mysterious Ultraman. Meanwhile, someone is about to steal Victorium, an energy crystal protected by the Victorians, a people living in the underground world. A young Victorian boy, Shou, is given the power of Victory Lancer, passed down since ancient times, and transforms into Ultraman Victory to protect the underground world. Hikaru's desperate wish is answered, and Ultraman Ginga is revived. Soon, Ginga and Victory join up to face off against a powerful enemy that is targeting the Earth.
